The 30-year-old all-rounder will become Hampshire's second overseas player for the tournament, alongside South African spinner Imran Tahir.
"Having played at the Rose Bowl for Pakistan, I know it's becoming one of the best places to watch cricket," Afridi told the club website.
"I hope very much to play a big part in the club's success in 2011."
The ex-Leicestershire player signed to play at the Rose Bowl last season but had to pull out due to his responsibilities as Test captain for Pakistan.

"I was disappointed not to join Hampshire last season," Afridi continued. "It would have been fantastic to have been a part of the team that made history by winning the t20 trophy on home soil."
Hampshire manager Giles White added: "Shahid is a wonderful all-round cricketer and will be a real asset to our club over what should be an incredibly exciting summer at the Rose Bowl."
Hampshire's FP t20 campaign starts on 8 April when they take on Durham at the Rose Bowl.
